Before WWII, a German Admiral assigns three young officers to test the effectiveness of a psychologist's claim that seasickness and depression can be eliminated in the German Navy using a treatment with food and dance as medications. A male and two female naval officers use a focus group approach to develop a test plan. A show business cattle-call is used to recruit volunteers to travel to Key West, Florida where treatments will be secretly provided to U-boat sailors. A visit to the US Naval Academy provides dance instruction to lonely midshipmen and allows the team to customize the design of a yacht with a dance floor and interview rooms. Prior to the trip, the team visits Doctor Colonel von Brockenbitter at his workplace in an office at an insane asylum in Berlin. He agrees to order treatments on short wave radio based on the symptoms reported from Key West.
